Solution:

Go to a DOS prompt and type in the following OR go to Start -> Run and then copy and paste each line below hitting after each one.

regsvr32 Softpub.dll /s

Does error still persist? Run best registry repair tool to fix most Windows related errors.

What these statements do is re-register the cryptographic files for Windows XP. Usually blown encryption is an effect caused by a virus or SpyWare infection.

when i finished i tried them all without /s all was success expect the lastone "Msxml3.dll" wich failed .

i searched on the google for "Msxm13.dll" , i found it and i download it and paste it on System32 .
But it didn't help , but the error code changed to " 80048883"

i seaeched again on the google for this error and i discovered that i must download a file called "ppcrlconfig.dll" and place it in :
C:\Documents and Settings\[Windows Username]\Application Data\Microsoft\IdentityCRL\

i did it and i uninstalled Windows Live Messenger and downloaded msn 7.5 and the error code now is the old one " 800401f3" .

I even tried "sfc /scannow" and installed 'msxml3.msi'
But it didn't change anything.


And now i gave up!
the problem is just with this account if i log into another user it works ok .

Here is the detailed instruction on resetting the permissions for the whole registry. This was posted by Ken Zhao of Microsoft.

1. Download and install SubInACL (Microsoft Official Page)

2. Create a file named reset.cmd in C:\Program Files\Windows Resource
Kits\Tools folder.

3. Edit the reset.cmd file with the following content.

The resetting of registry did it, looks like areal hack but it did the work!

Regarding copy and paste of the lines, it should be cd and not cdcd in the first line...

I have the same problem (err:800401f3), I've done the regsvr32 thing, but the file MSXML3.dll is the only one that hasn't registered, although after that error changes to err:80004005. I've downloaded the MsXML3.msi and installed, but with no luck. I've also tried the SubInACL, but it crashes my computer :(

Hi, PROBLEM is that reset of permitions works ONLY 4 user who runs this reset.cmd script with SubInAcl.exe commands. When I run it under administrator MSN works only under administrator. Also ICQ. When I run under another user (also in Administrators group) MSN works correctly ONLY under this user. I've got feeling we are near the right solution...

I had similar problems. I tried the dos prompt with no luck then I ran the second option and it worked. I somehow got a nasty virus which blocked access and had to reset the codes. Here is the one I used

Step 6 took about 5 minutes or so, but it worked and I'm back in business.

Yes it works! I was quite annoyed at the fact that detailed instructions were not given >=(...So here they are:

1) Download:

Download this file from Microsoft:

2) Creation of File:

Open up your notepad application and copy the following into it:

In google search for msxml3.dll, download it and then put it in the c:\WINDOWS\System32\

then run -> regsvr32 msxml3.dll

for me that worked fine, 5 minutes and the problem was past...

I was getting similar errors on my desktop PC. My laptop, however, would log my account in to Win Live Mess. no problem. So, after I Googled solutions for a while with no luck, I got messing around with things and discovered that it was some kind of snafu with my contact list. I deleted the folder containing my contact info and tried logging into Messenger again - success.

I finally got to the "matrix" part. It is working as i type. It has a red part up on the top and part of it says failed, but I hope that doesn't mean it really did fail. I will wait for it and we'll see. It's been going at least 3 mins or so already

Ive been on countless pages investigating this fault, and noticed that SOME people are able to sort it by re-registering the dll files.

But the REST of us, cant register the msxml3.dll file! Not sure what the big deal is with this file, but its the reason why no ones msn works. Anyway, im trying the resetting of the registry permissions, its taking forever, got the great red box at the top and its running... fingers crossed!

If you have the problem of the SubInACL fix only working on the one user like I did, here is the solution!! - - >

Add this line to your reset.cmd file

subinacl /subdirectories %windir%\*.* /grant=administrators=f /grant=system=f

Now I can use MSN Mess on all users!

It works guys, if you're not complete noob, read this whole blog here, somewhere in the middle part, a guy posted detailed info on what the microsoft guy talked about. It took about 10 minutes with that "matrix" part, lol, but in the end it stopped, and I ran MSN, it told me to run it again for some reason, so I did, and it works same as before now.

someone instaled norton 360 in my computer and it was downloaded from
the oficial page of latinamerica
when the instalacion was completed
Symantec's Liveupdate didnt work
then I entered my Windows Live Messenger 7.5 and when i opened
all my accounts and saved passwords where gone when i tiped my email adress i got 3.5 sec per/letter
when i wrote the password it was all fine y clik sing in

*when i cliked OK (after each one) nothing happend

I downloaded a MSN FIXER
the last one of the commands failed
i tried again nothing changed...


AFTER THAT
I downloaded a CLEANUP
dint work...

4TH ... THING I TRIED---
I went to see the TROUBLESHOOT
of my Messenger

when i ran it it got me that something was wrong with
my host files
i looked it up and
to solve that i had to enter the Host file document and erase
"127.0.0.1 localhost"
so i did y saved and closed
Ran the TROUBLESHOOT again
this time EVERYTHING! was fine
but the problem wasnt solved


5TH ... THING I TRIED -----
I downloaded the
NEW WINDOWS LIVE MESSENGER
but i it dosnt instal I get..

"Attempt to install Message Queuing Server failed with error code 0x80070643. Fatal error during installation"

i couldnt solve that one...


6TH--------------------
I was looking for help in websites like this and i saw some people
that had this problem with XP
only had it in one USER ACCOUNT so i went to other accounts of mi PC
and there where all the same...

7TH--------------------------
I tried making a new account
but i get

INTERNET EXPLORER SCRIPT ERROR
with no details of the problem

i went to the configuration of this
in tools of my INTERNET EXPLORER
everything was fine...

8TH ----------------------------
I saw that restoring XP
i could solve it
but
i dint dare to do that...

My computer has been like this almost 4 months now
NOTHING WORKS !

Ive reached a dead end...

with all this in mind
anybody
has any suggestions?
Im all out of ideas

everything succeeded except for the last one, the oldest version of msn works but none of the newer versions
msn works fine on my dads XP account but no one elses, it all started when we re downloaded Norton because something was wrong with it..
I'm pretty sure its something with Norton because it happened ever since norton was re downloaded on both the laptop and the computer which sucks because before we re downloaded Norton which we legally bought it worked fine on the laptop, it didnt work on the computer buh after we did, it was really messed. (N)

If you get this error code, try typing this into the run box and it should fail: REGSVR32 %windir%\system32\msxml3.dll This happens to me, so I went onto another account on my computer (in which messenger works) and typed REGSVR32 %windir%\system32\msxml3.dll into the Run box and it says suceeded. We are both administrators and I have checked to make sure his administrative settings are exactly the same. The only difference is his account was created before mine and might be the original. Note that I only just got msn working on his desktop, his desktop came up with a different error code which i soon fixed.

I found that they worked without the /s at the end of them.

All of the commands work except for "regsvr32 Msxml3.dll". Does anyone know why this didn't work?

i can suggest backing up all your data, and formatting your hard drive.
make sure you have a windows installation CD and all your drivers for your hardware before doing this.

i tried all methods for this problem, and formatting is my last resort.

A suggestion ..
Clean out your computer, with disk cleaner or any other anti-virus program.
Then try the method, it really works!!!!! :-)

I ve just tried to fix msn problems with subinacl...but oh my good...i ve lost all my permission as administrator!!
I cannot install/disintall nothing.. also Norton cannot be updated..

do you know a way to go out from this hell???

I had this issue on an XP machine, followed these instructions and it worked...for anyone not sure about step 2 & 3, just create a text file then rename it to reset.cmd

I had similar problems. I tried the dos prompt with no luck then I ran the second option and it worked. I somehow got a nasty virus which blocked access and had to reset the codes. Here is the one I used

1. Download and install SubInACL (Microsoft Official Page)

2. Create a file named reset.cmd in C:\Program Files\Windows Resource
Kits\Tools folder.

3. Edit the reset.cmd file with the following content.

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=system=f

4. Enter into CMD prompt.

5. Enter the following commands one at a time and click Enter.

cd
cd "C:\Program Files\Windows Resource Kits\Tools"
reset.cmd

6. After a few minutes by processing subinacl, the permission will be reset.

Step 6 took about 5 minutes or so, but it worked and I'm back in business.

and then after that i tried typing in reset.cmd and then it happens again omg..

i've done step 1-4 all clearly but this piece of shit step 5 doesnt even help

next time PUT A FREAKING EXAMPLE SO PEOPLE KNOW WHAT IT MEANS

Regarding STEP #5 originally posted by admin, here's how to do it with 100% success rate!

Go to START > RUN
***Type in cmd and press ENTER


---The MS-DOS command prompt should appear.

***Next, type CD C:\Program Files\Windows Resource Kits\Tools and press ENTER.

---That should send you directly to the appropriate directory.

***Finally, type reset.cmd and press ENTER.


---The "matrix" process should begin...all you have to do now is wait for it to completely stop processing, which can take a while--maybe 10 minutes.

***After that, close out the MS-DOS prompt and start up MSN/Live Messenger...you will get a message saying something along the lines of 'a critical problem has been fixed or updated'. When you start MSN/Live Messenger a 2nd time, then it should work.....the 800401f3 problem should be gone immediately.



I don't know why the hell they said to use "cd C:\blahblah" in the RUN prompt...that's incorrect; you can't just change directory (MS-DOS command) in the RUN prompt, silly. Trust me, I'm a programmer. =P

There was a guy above that said that if you get rid of that "snafu" in your contacts folder info it has success.

I have tried all that but when io type "reset.cmd" it states "reset.cmd is notrecognised as an internal or external command operable program or batch file" please help as i can use msn on my profile but my wife cant on her profile. Just to confirm the reset.cmd is a notepad file rite?

Ok,my MSN problem started today..Cause I'm a big Windows Live addict I just needed to fox the problem.So I google the "Error 800401f3",and find a lot forums about this,and every instructions were complicated,and of course I'm not a computer geak.And on one forum a find that out this letter from MSN Messenger Technical Support

I created the reset.cmd application and it worked. You have to have some knowledge of DOS before you try. Thanks for the help.
